Totally agree this would be super cool! I've talked with @ollieparanoid, and after finishing the PMCR process, we think this is out of the scope of it. It seems not to be too disruptive, or require a considerable amount of planning across the project. It is more like a task for the "Design Team", or those in charge of our brand. Therefore, moving to the artwork repo.
I do think it would be useful to have a more "professional" mascot to put on branding or other stuff (e.g. first boot welcome screen), but these are great potentially... side-mascots?

We talked about making this an official mascot or not in the core contributor meeting today, and decided not to. It would be great to have a mascot eventually, but it should be like @JustSoup321 said above a bit more professional like the dragon that KDE has etc, instead of "just the pmOS logo with a smiley face on it". Maybe get multiple drafts and then ask the community to vote on them or something - but also this is something we don't want to spend a lot of time on right now (as there is a lot of things going on in pmOS, and we need to choose where to spend our time). So we will probably come back later to this.
With that being said, this is not an official mascot now, but still this cute logo variation can be used in lots of places and bring a lot of joy to people (and already has judging from the reactions I've seen)!
