ci-tron: add helper jobs that can be reused in other projects

This MR vendors CI-tron's gitlab jobs so as to reduce the dependencies on external infrastructure, and add helper jobs that may be inherited from by different projects to simplify usage of CI-tron runners.

TODO:

  • Find a way to vendor the trigger container, so that we may only rely on local infrastructure
  • Document the common jobs' interface
  • Start a wiki page that will become the landing page for hardware CI
