policies-and-processes: implement merge changes approved in 2025-12-22 meeting

This includes:

  • Allowing TCs to merge everywhere
  • Removing special privileges from CCs (which with the merge bot cannot be addressed).
  • Recommend people to merge MRs if requirements are fulfilled
  • Recommend people to follow the merge rules, even if they can potentially merge.
  • Mark that in the future non-dev TCs might not get merge access.
