Make the theme an actual redistributable theme

This way, we can re-use it from pmbootstrap and others

From other repos this can be added to the requirements.txt as pmos-theme @ git+https://gitlab.postmarketos.org/postmarketOS/docs.postmarketos.org.git/#subdirectory=theme, though requires a new-enough pip
