Draft: automatic pmaports MR

When monitoring breaks, automatically try and upgrade the gcc packages and open an MR to pmpaorts.

not sure how best to test this, currently the way I have it hooked up is to use a separate gitlab account for this, however because we have gitlab premium, we can create project level tokens to do the same thing, i think?
