distributors-MoU-template: add template

This provides an example of set of tasks to discuss, and hopefully agree and sign with anybody willing to sell devices with postmarketOS in them.

This has come up as it seems we have some people interested in the distribution part, and there's no reason to keep the set of things to think about and consider when distributing devices private.
