[motorola-harpia] WiFi networking does not work (on some channels only?)

Describe your issue

I am unable to obtain any sort of communication through WiFi besides being able to connect to my router and obtain a local IP address. After setting NetworkManager's DNS management to dnsmasq and creating a global custom DNS server list, I was able to briefly ping Google's main DNS, although with an astonishing packet loss of 98% after ~10 minutes.

What's the expected behaviour?

After connecting to a wireless network, the device should be able to send and receive information locally or over the Internet.

What's the current behaviour?

No applications are able to connect to the Internet or interact with local devices on the network. When pinging Google's main DNS it was only able to receive 8 packets out of 711, half of them taking more than a second to be completed.

How to reproduce your issue?

Flash the latest edge version to a Moto G4 Play XT1601, connect to a wireless network and attempt to connect or ping any IP address external to the phone.
