refactor: udev rule package for tm2-touchkey

What's the expected behaviour?

A new package that installs 20-tm2-touchkey-input.rules.

What's the current behaviour?

Devices using tm2-touchkey have a duplicated file 20-tm2-touchkey-input.rules. Maybe we don't have to repeat ourselves.

How to reproduce your issue?

Copy 20-tm2-touchkey-input.rules from any device package which contains it to a new device package.
