xiaomi-scorpio: a minute delay with black screen during boot

There appears to be a GPU firmware issue since there is a minute delay with black screen during boot. Seems like some regression happened with firmware packaging or module loading order.

Splitting this out into a separate issue, as the v22.12 testing issue has been closed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
