remove hardcoded scaling in phoc.ini

Per Guido, we should probably drop all hardcoded scaling config for phoc/phosh in pmaports for devices:

If this causes regressions on a device (i.e. scaling is messed up), then we should be submitting patches upstream to phoc to fix it.
