lomiri: Startup wizard does not work

The startup wizard crashes with dependency issues and also requires apt.

The startup wizard does not work.
How to reproduce your issue?
Boot a device running Lomiri for the first time.
What device are you using?
motorola-harpia (But this should affect all devices.)
On what postmarketOS version did you encounter the issue?

I confirm that the issue still is present after running sudo apk upgrade -a

How did you get postmarketOS image?

I built it using pmbootstrap -
It was preinstalled on my device
Additional information
With the workaround to use upstream accountsservice to build lomiri-system-settings, the wizard is unable to find symbols and crashes.
