hammerhead: cpu2,3 disabled by default?

On a "vanilla" install on hammerhead, I noticed that cpu2 and 3 are disabled and cpu0,1 are enabled. Is there a reason for this or is this a bug?

Workaround would be:

echo 1 > /sys/devices/system/cpu/cpu*/online
