systemd: revert patches for splitting /usr

These patches were added in !5661 (merged), in order to let us drop some apk-tools patches. These patches can't be reverted until Alpine supports merged /usr, so this issue depends on https://gitlab.alpinelinux.org/groups/alpine/-/milestones/16#tab-issues
