systemd/repo-bootstrap failed for armhf on bpo

it seem it is caused by systemd is being disabled on armhf

now it is failing with:

[12:37:48] ERROR: systemd: dependency not found: gnu-efi-dev

MR to enable gnu-efi for armhf: https://gitlab.alpinelinux.org/alpine/aports/-/merge_requests/78358 (it built fine for me)

verified that there are no other depends for systemd that need to be enabled for armhf

patch is merged, retriggered the armhf repo bootstrap
