main/linux-postmarketos-*-dev packages are broken

The -dev subpackages for the mainline kernel are broken, they don't contain enough files to actually build a kernel module using the -dev packages.

The way alpine currently uses breaks with our cross compilation system since it puts x86_64 binaries in the aarch64 package.
