No packages in GNOME Software

The Software package manager with the phosh interface seems to be broken.

What's the expected behaviour?

Open Software package manager. See it populated with new apps.

What's the current behaviour?

Software opens but only lists already installed apps. Searching for an app by name (e.g. "GIMP") will sometimes find the app package to install, but it is intermittent. No new apps appear in any category unless you search for them by name and find them first (if you find them at all).

How to reproduce your issue?

Use pmbootstrap to build and flash either the stable or edge branch with the phosh interface to a Pinephone. Open Software. See that only the preinstalled apps are listed, and there are no new apps that can be installed.

Pine64 Pinephone pmOS Community Edition 3gb model

Another user (Care Bear) reported the same issue in #698 (closed), but it was closed by the submitter before it was resolved.
