PinePhone/Phosh: Some apps stuck at loudest volume

What's the expected behaviour?

Apps respect the system volume setting.

What's the current behaviour?

Some apps, like Firefox and Telegram Desktop, no longer respect the system volume. They also don't seem to appear in GNOME Settings, but I'll have to verify this.

How to reproduce your issue?

  1. Install Firefox or Telegram Desktop
  2. Lower system volume
  3. Play back something in your chosen application
  4. Hear that it is very loud and does not change regardless of volume setting

What device are you using?

pine64-pinephone

On what postmarketOS version did you encounter the issue?

How did you get postmarketOS image?

This has definitely not always been the case. It started happening the last few days. My suspicion is that it started following !1741 (merged), but I have not attempted to verify this. It might also have started following the upgrade to PulseAudio 14.0.

The sound test in GNOME Settings does not exhibit this problem.
