u-boot: update to 2019.01 (incl. mainline Pine A64 support)

Administrator requested to merge u-boot-sunxi into master

Wasn't tested yet, but I tested HEAD~1 at the shown date and the Pine booted.

The Pine boots, Weston shows on a HDMI display.
