lenovo-tb8504f: new device (Lenovo Tab 4 8) (TB-8504F)

Administrator requested to merge tb-8504f into master

This is based on the LineageOS kernel, which itself is pretty close to Lenovo's open sourced kernel. Currently this boots, has working display and USB networking, but the touchscreen gets disabled due to an elan_ts driver bug.
