port for the rock64. boots happily using linux-postmarketos-rockchip as-is. added a package for u-boot and added a rk3328 build to arm-trusted firmware. i have these as separate commits in this one merge request, didnt know if i should do merge requests for each of them or bundle it all in the adding the device merge
