Draft: askey-sti6140d360: new device

quick port with downstream kernel. lineageos has the wifi driver built out of tree, so I havent yet attempted to build that. i don't believe display is working yet, but i havent tested much thoroughly.

i plan on trying to get mainline booting on it too, but i havent got very far with that yet.
