linux-postmarketos-allwinner: downgrade to 5.16.4_git20220131

Administrator requested to merge allwinner-downgrade into master

Downgrade to the same version that is in postmarketOS stable (v21.12) to avoid the suspend issues we've been seeing for the past three weeks. See #1478 (comment 920250611).
