google-sargo: new device

This is a port to the Google Pixel 3a.

Flashing, USB networking, touchscreen (verified with libinput debug-events), and computation all work to some extent.

The system partition (default rootfs) is a dynamic partition so you'll need to flash in fastbootd to try the port without (repairably) breaking the dynamic partitions.
