nokia-fame: new device

Nokia 520 is in a state where it can boot from SD card and be interacted with over usb. Since this device is extremely similar to nokia-rm885 (Nokia 720) I'm not sure if it would be better to contribute to that devices' port instead by updating it to ARMv7 and GCC 8.

Display can show the boot splash but have had no luck with Xorg or Wayland yet. However xorg was working in i3 when this device is flashed using the rm885 kernel and such so probably not too far away.
