main/shutdown-clear-rtc-wakealarm: new aport

This contains an OpenRC service that clears the RTC wake alarm. Users who don't want the RTC wake alarm to power on their phone from powered-off state can use this service to clear the alarm during shutdown.

As I said in #1970 (closed) I don't know if people expect their phone to be powered on by alarms or not, so I've taken the conservative option of making this an opt-in - any user that wants it has to add the service to the shutdown runlevel.

This works for me on phosh that uses waked. In particular, the wakealarm is automatically set to the next applicable timer after boot. I don't know if that is true of all other UIs, ie if there's any UI that doesn't restore the wake alarm to the next applicable time. But again, having this be opt means that users of those UIs would be unaffected anyway.

I think this is a good idea. I use FDE and the phone powering on with the RTC means it'll just sit at osk-sdl until the battery runs out.
