Draft: add flatpak options for pmb_recommends

After talking with @pabloyoyoista I am going to semi take-over the efforts of this. The plan is to switch to using https://github.com/flatpak/flatpak/pull/5832 (which we will also need to take over porting upstream because the original contributor quit). This means that this MR is not compatible with the new goal and will be superseded by another MR once we get preinstallation merged upstream.
