modem/{qrtr,tqftpserv}: upgrade and switch buildsystem to meson

Administrator requested to merge tqftpserv-meson into master

Upstream has switched several projects to meson buildsystem.

Upgrade to new versions/commits and drop patches that have been applied.

From qrtr package drop subpackage -ns, qrtr-ns service and executable building, as service was moved into kernel long time ago and separate userspace daemon is no longer required.

Ufortunately some packaging-fix patches are now requiuired 😿
