main/bootmac: depend on bluez-deprecated

hciconfig is a hard dependency when the tool is configuring bluetooth addresses.

I guess we got lucky on most devices/UIs because they had a dependency on bluez-deprecated and/or were only doing wifi addr config? Anyways, this fixes an issue where bluetooth is broken OOTB on the x13s with some UIs (e.g. GNOME desktop)

Maybe we need to port bootmac to the new bluetoothctl as these tools seem to be deprecated?
