systemd/plasma-workspace: rebase apkbuild on upstream/aports

New dependencies were not included so this failed to build properly. The other changes were pulled from the version in aports, to make rebasing in the future easier.

changed milestone to %initial systemd support

CI is failing because it often times out when downloading archives from download.kde.org, but this is unrelated to the patch. I've successfully built plasma-workspace locally using this patch so I can confirm it fixes the build failure on bpo. I'm going to merge w/o passing CI build testing to unstick bpo
