postmarketos-base-ui-gnome: replace power-profiles-daemon dependency

Devices I have can't use power-profiles-daemon, and I don't want another nonremovable daemon running in the background. I'd like to be able to remove it.

Per advice below, now this MR removes power-profiles-daemon from the base ui package dependencies and adds a device subpackage with an install_if for devices supported by power-profiles-daemon (currently only AMD and Intel chips).

Once again, changed strategies! There is now a virtual package for power-profiles-daemon in Alpine Linux, as per https://gitlab.alpinelinux.org/alpine/aports/-/merge_requests/76682 ; switching to using that instead.
