temp/libcamera: upgrade to 0.4.0

• drop some upstreamed patches
• add some tuning files with black levels

  • Pinephone (OG) can't test currently (and it's not trivial to ask others because of the interdependence with Pipewire which mrtest doesn't seem to like) but regressions are rather unlikely.
