odroid-n2plus: new device

hexaheximal requested to merge hexaheximal/pmaports:odroidn2plus into master

Adds support for the ODROID N2+. Like the ODROID C4 port (see: !5949 (merged)), Audio doesn't work at the moment (for some reason) but it does boot and hardware accelerated graphics via panfrost works.
