linux-postmarketos-mediatek-mt8173: upgrade to 6.13

Updated config with pmbootstrap kconfig migrate, most options are defaults, but enabled relevant looking Mediatek and ChromeOS device options.

Created as draft and will change to "ready" when I've tested it successfully on my C330.

Everything seems to work the same as 6.12.x.
