achill (fossdd) requested to merge fossdd/pmaports:lang into master

Installation of lang gets moved from pmbootstrap to pmaports, since pmbootstrap previously had installed lang only on non-default locale systems. With this change also systems on the default locale can switch between languages.

Closes: #3314 (closed)

Should be merged together with pmbootstrap!2547
