linux-postmarketos-allwinner: upgrade to 6.13.2_git20250209

This does not yet switch to mainline wifi driver ¹. I will do that later so that if that needs to be reverted the kernel upgrade itself can stay.

Tested PinePhone 1.2b - both cameras (Megapixels), call audio (earpiece, speaker, headphones), SMS, wifi, mobile data, USB networking, suspend, receiving calls in suspend.
