linux-postmarketos-allwinner: upgrade to 6.13.8_git20250323

Tested PinePhone 1.2b - both cameras (Megapixels (*) ), call audio (earpiece, speaker, headphones), SMS, wifi, mobile data, USB networking, suspend, receiving calls in suspend.

(*) : By default Megapixels crashes on launch, due to OpenGL issue unrelated to this kernel upgrade. It tries to create GDK GL context but GTK only supports EGL 3.0+ now. Requires disabling hardware OpenGL via LIBGL_ALWAYS_SOFTWARE=1 env var.

Maybe worth setting automatically via /etc/profile.d/….sh script for affected devices?
