Test the generated initramfs/kernel in a CI-tron-provided virtual-machine

This MR superseeds !6661 (closed), and depends on ci-common!17 (merged).

TODO:

  • Make sure only changes to the qemu device trigger the jobs (maybe a task for @pabloyoyoista?)
  • Land ci-common!17 (merged) then fixup the include: path
  • Add documentation for how packages may opt in hw ci
