This was being kept around because linux-firmware's rtl8723cs_xx_config.bin was broken. This was fixed upstream in https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/commit/?id=e39831b1a9d75eb91af5c1711082edea5e259d3f to carry the same file that we were carrying, so we don't need to any more.
