linux-postmarketos-qcom-sdm845: upgrade to 7.1rc1 kernel

Tested locally using envkernel on:

  • Xiaomi Poco F1 (Tianma & EBBG)
  • Oneplus 6
  • Pixel 3

Community Tested:

  • Xiaomi Poco F1
  • Shiftmq6
  • LG judyln (!8469)
  • Oneplus 6T
  • Oneplus 6

Help needed in testing the final packages in community sdm845 devices like poco f1, op6/6t, shiftmq6 and maybe some smoke test in pixel3. Some paper cuts maybe expected around audio stuff. but that hasnt been super reliable for sometime now. I would prefer this upgrade to land even with some acceptable bugs, so we can have a common up-to-date base for everyone to work on and fix bugs. The previous kernel (6.16) is too old and irrelevant, so I prefer to land this with some basic smoke testing.

Largely based on upstreaming effort in: https://codeberg.org/sdm845/linux with some minor changes and get the poco f1 tianma panel working.
