replace sleep-inhibitor on systemd installs

I've never been super happy with sleep-inhibitor... it depends on python, and I've seen it cause frequent wakeups on battery because of its polling nature. This MR aims to replace sleep inhibitor on systemd installs with:

  1. systemd unit files and a small script to inhibit sleep when apk is running

  2. pam config that uses systemd_pam to inhibit sleep when a session is open over ssh
