temp/mesa-git: update to latest master branch (20200202)

Mesa 20.0 branched a few days ago, and there was a flurry of fixes/features merged before that, so this should include all of that. I cannot point to any specific fix/feature anything in pmos would care about, but trying to keep up to date with mesa master probably won't hurt :)
