temp/plasma-phone-components: upgrade to 5.18.80_git20200219

Administrator requested to merge upgrade/temp_plasma-phone-components into master

This MR is mainly to keep our plasma-phone-components and plasma-nano preferred over the upcoming 5.18.1 packages in the Alpine repos, but we get a few new commits in as well which is never a bad thing.

This supersedes !952 (closed).
