Currently [the pmaports merge rules talk about refer to maintainers as if there only is a single one](https://gitlab.postmarketos.org/postmarketOS/pmaports/-/blob/974f3165f9d9b406365efaa144418ecf1813e8d9/docs/approval-rules.md#L7-13), simply referring to it as "the package maintainer". However, in pmaports packages can have multiple maintainers. It would be good to clarify what the exact rules are in the case of multiple maintainers, i.e. if you need approval from all maintainers to merge a package or just one, what happens if the merge request was made by one of the maintainers but there is another one, and so on.
