[2.3.x] Make stable working

Backport some commits to move from gitlab.com to gitlab.postmarketos.org to stable so users aren't just left in the dark.

WIP: Need to add some code to pmbootstrap master to not crash on the suffix I'm adding here.

Depends on !2447 (merged) being merged to master to handle migration.
