Change keyboard settings if locale is set

This is a reupload of !2365 (closed)

This code sets secondary layout as well as layout switcher combination according to selected locale.

Uses XCB variables for Wayland and 99-keyboard.conf for X11

Tested and works as expected with Swedish, Sweden in MATE using the latest version.
