docs/cross_compiling: new page

Add the cross compiling documentation to the pmbootstrap docs.

This is based on the following wiki pages, but updated to reflect new changes with cross-native2 and to make it more readable:

    based on chat discussion: it makes sense to keep cross-native non-deprecated, but be clear that it's only supported for building bare metal software like the kernel and u-boot.
