install/setup_keymap: support systemd

It logs this error message but meh?

/etc/vconsole.conf written.
System has not been booted with systemd as init system (PID 1). Can't operate.
Failed to connect to system scope bus via local transport: Host is down

I can either change the log to none or look for a workaround if this is unacceptable.
