While obviously an extremely useful tool, I think there are quite a lot of things that we currently rely on pmbootstrap for that could be taken care of inside the rootfs itself. This would reduce the complexity of the codebase as well as make it easier for other tooling (like mkosi) to work with pmOS.

I'm making this an epic milestone because I think it's representative of a "distro-wide" change towards standardising more things in pmaports (or upstream in Alpine) rather than having pmbootstrap just do arbitrary pre/post-processing steps on the rootfs.

With regards to things we can act on:

• Support doing user configuration on first boot: #2337
• Create the device rootfs with a single invocation of apk: #2338
