README: add information on team support for PMCRs

This was discussed during
https://wiki.postmarketos.org/wiki/Core_Contributors_Meetings#2025-03-03_(CC_+_TC)
as a lesson learned from the first PMCR to improve the worflow and
make sure PMCRs make it to completion.
