Draft: 0008-cc-role-power-delegation-teams

Marked as Draft:

  • This is very early stage, want feedback on the core of the process before looking at typos/wording/details
  • It's a big change, many of the things only make sense after !12 is approved, so waiting for that PMCR to be a bit more mature before undrafting
  • Likely that after !12 CCs and TCs are renamed to something else

Fixes #9

Cover letter:

This PMCR comes after a lot of thought, time, and discussions with many people put on how can we achieve better decision-making and empower people with knowledge to make decisions. It all started with pmaports!7237 (closed) which is something I've wanted for a while. But after quite some discussions, it became clear to me that setting up another team in an ad-hoc manner would only make our life harder in the future. Delegating power should be something relatively easy, given there is trust in the people requesting such power, and some common set of questions are answered to make sure that it's done in a logical way.

That process was followed by quite some research (see #9) on what other people in our vicinity do. How are they structured? Which organs hold power? Given that Rob already started !12, it became a bit easier to work on this, since having CCs elected democratically makes thinking about power concentration and delegation a lot easier. This is how this PMCR was born.

I expect that if this PMCR is approved, it will be followed by the creation of a "pmaports team" or similar, designed on similar goals to pmaports!7237 (closed)
